No, it merely hosts some of the torrents, and also isn't very up to date.

Yep, I am currently hosting all the torrents found on:
http://borft.student.utwente.nl:6969

I am ;) I have to servers continuously seeding, furthermore on the url
mentioned above, you can see for each torrent how many servers are
seeding the complete file.
