Yes. I provided the URLs of the builds I have been told are available. More is not possible.

That's very likely a non-vanilla build... and an old build anyway.

That's exactly my point, no access to a current build.

You wrote you filed an issue to add the builds to the mirror network.
Within that issue there are the links to the builds.
Download these builds, test them and approve them. Then the'll be
distributed.

The links work ... at least for today.  That's the QA process for now.

That the few builds that do exist need to be distributed. I do not think that it is unclear.

The QA project not an easy beauracracy to navigate and most are not
stubborn enough to try year after year.  Others that have asked about
helping I have referred to t Myself, I am neither willing nor have time
for unclear processes.  And though I am eager to offoad the QA problem,
for the time being I am the *entire* QA-group and say that it can be
distributed.

I read. And I have read many pages and posts over the last year. None so far say how to get a localized build published.

Apparently your problem is that you don't read.

Show me the URL for a page which says how to do QA and then make that claim.
