FWIW, Outreachy's own site says that Outreachy/SFC pays the interns [1]. See the "Commonly Asked Questions".
That said, I'm still not clear how to work with Outreachy if my project were to have funding and a mentor, so hopefully the output of this effort will be to make a step-by-step guide for how ASF projects can work with Outreachy. We removed this item from the budget, so that we could bypass the discussion and pass the budget. Repeat: no vote (neither formal nor informal) was taken on Outreachy funding, and certainly no negative result to such a vote. Nonetheless, I believe that the form in which a sponsor pays Outreachy directly, rather than through the ASF, helps us in several ways, and I'd hope that we pursue that.
