A blog post announcing Outreachy at ASF should be authored and published. This
does not necessarily have to be the same as our announcement calling for
mentors/projects for the December round, though it could include it depending
on timing.
This should be coordinated with [marketing and
publicity|https://www.apache.org/press/] to help maximize exposure.
