To make it easy for Outreachy applicants to find tickets for applying to a
project, there should be various Outreachy labels created for each round. Since
Outreachy currently has two rounds per year, using just the year in the label
name is still ambiguous.
It would also be useful to define or reuse a sort of "newbie-friendly" type of
label that GSoC and other "help wanted" type things share.
