What Louis means is that OOo will only accept a CC document if you

This sounds like a way forward, but what about the fact that I've
included some sample label templates (.ott) within the zip file? They
can't sensibly be converted to PDF as they would then be unusable.
Would Scott care to advise on this?

Could the Templates be available from the Templates section under PDL
license? If you want I can place the PDL on the templates and have them
for download in the Templates section, or you can state in your PDF
where to download from your site. It would also allow for more traffic
to your server, etc.
We can work out the details of the templates to best suite your needs.
