Perhaps I yelled too soon! I have found an .odt file "OpenOffice.org Style Guide for US Documentation". This looks to be most of what I need. There is a sample Title Page included, and good advice for other things. I can get started with it, unless there is something else I need to know.

I don't think that we have an agreed template for this sort of thing.
But it would be good to have one. Is there something we could borrow
from the OOoAuthors guys?
