The problem with the specific list I used as an example appears to not
be the HTML tags, but the embedded code. When I tried a different list
(without code), it worked fine with either # symbols or HTML tags within
the Note.

Fixed.
The problem is not with the HTML formatted list in the note, it was with
the obsolete <code> syntax. I replaced <code> with <source
lang="oobas"> and everything displays correctly.
