I followed the rule as long as I knew about it, however, adding it at the top actually makes a little more sense, as thats also where TOCs etc. are transcluded (also sometimes adding categories). Anyway, I would be fine with Category-On-Top for new edits, but then the docs should be fixed. And really, there needs some consolidation of the wiki rules - but I guess one would need to summon all (or at least most) of the authors of the current sets of outdated/contradicting/incomplete rules, to have a base of support to enforce the "consolidated wiki ruleset". Frankly, I dont have the time for that. Any takers?
