As you mentioned, we don't have a lot of non-English questions right now. We 
should work together to reduce this ratio to 0.


I don't think it's a hard thing to do, you can see that like SkyWalking, 
ShardingSphere, they do it very well, and there are many other great projects 
out there, again there are many people who are not native English speakers, but 
they still use English to communicate.  It's not that hard for someone who is 
willing to contribute.


When found no use of English description issues or PR, we can leave a message 
for him to make changes, we will close it after the message and he can reopen 
it when the changes are done. 


For everyone, joining the community and understanding and following its rules 
is the first and most important step.

2) Notify our community especially committer we do not support not english

3) Ask create change to english when found out not english issue or PR, or

PS. We just do not support not english issue and PR, our documentation and
readme would
still have Chinese one.
