We can see the Apache Way of SkyWalking and Flink.

Apache Flink is a project from German and was bought by a Chinese company, but 
the discussion is always in English.

Actually I think it is OK for Chinese users to use Google Translate or Baidu 
Translate and polish the result for PR and issues. And it can be written in 
both English and Chinese if necessary (sometimes machine translation is not so 
good).

Because it will be more comfortable to the users all over the world . e.g. 2 
Apache mentors of Apache Dolphin Scheduler is not Chinese people, and they 
would not know what happened if people wrote in Chinese. 

So we should insist English as the main Language in the Community.

Considering our experiences of SkyWalking, which initiated in China too.
Please think from load of community. Another new language means 100% more
workload on document.
