As far as I can see, this time is exactly the start time of the query,
calculated when the query is started in Foreman.
FragmentContextImpl creates ContextInformation using QueryContextInformation
obtained from PlanFragment. PlanFragment is generated in Foreman using
SimpleParallelizer::generateWorkUnit, which in turn uses Foreman::queryContext.
Maybe I'm missing something, can you point me to my mistake?
