I think this is a great idea. Face-to-face communication can be much more productive than communication over chat or email, fosters trust and builds knowledge.
I don’t see a problem with these office hours being run by the Druid PMC. If that makes them ‘affiliated with Apache’, that’s OK; I am not worried that this will run afoul of ASF event’s policy. Just adhere to the usual ASF niceties — announce the hours over email (as you have done), and if discussions need a decision to be made, bring them back to async channels (email discussions, PRs or issues) so that everyone can participate. Give careful consideration to the time of day. Whatever time you choose will be 2am for someone, and those people will justifiably feel excluded. Maybe have two tracks, say “Atlantic office hours” that are convenient for folks between Berlin and San Francisco, and “Pacific office hours” displaced 8 - 12 hours from that.
