IMO, Ian wants to change the Alibaba CLA to Apache ICLA/CCLA in cla-assitant.io. I am not sure if it is possible to do so. If it is not, does it infer that CLA singing is not mandatory when sending PR to Apache repo? If that is the case, we can simply remove that cla-assitant.
