are licensed once brought into Apache. 

Thus, the contributor license that had been used when dubbo was an Alibaba 
project is no longer relevant. Neither are the software headers with Alibaba 
copyright.

Per Apache practice, pull requests of a simple nature can be accepted with the 
understanding that the code is being granted by the contributor. If they change 
their minds later and they don't want Apache to use it, the code will be 
removed and if needed, rewritten by the project.

Contributors who send pull requests with substantial scope should have an 
associated ICLA that covers their contributions. If it is a one-time donation, 
a software grant can be used.
