Description:
Make EagleStore alerts as the default notification so that we can still get
alerting notifications if we forget to configure notification methods.
Provide an optional configuration in a conf file for disabling eagleStore as
the default notification -- "eaglestore.enabled". If "eaglestore.enabled =
false", eaglestore is disabled.
And hide the EagleStore configuration on front-end UI.
