Description:
Make EagleStore alerts as the default notification so that we can still get
alerting notifications if we forget to configure notification methods.
Provide an optional configuration in application.conf file for disabling
eagleStore as the default notification -- "eagleStoreEnabled". If
"eagleStoreEnabled = false", eaglestore is disabled.
And hide the EagleStore configuration on front-end UI.
