It's a little vague perhaps but a good start. Congrats on your first jira ticket! It is a milestone as minor as it seems and you can open more for things your project needs.
To nitpick, I would have titled it something like move repositories for echarts from XYZ to ASF. I am sure they will ask questions and guide you along. It also never hurts to say please and say good things to appease the computer gods lest they become angry and smite us with their wrath. :-) Is Shen Yi ready to give admin rights to Infra when they ask for that?
