[~sandeep.samudrala] [~pavan kumar] This issue is happening if on retry, user
workflow fail again then failed post processing is not getting invoked so that
further attempts get retry.
It looks like that in your case, on retry user workflow is succeeding hence
succeeded post processing is getting invoked to mark the Falcon instance as
success.
