I had offline discussion with [~ajayyadava] and [~pallavi.rao]. We agreed not
to mandate permissions on credentials file but state-store credentials should
be always present in credentials file. By default Falcon will provide that file
in conf if users want to override they can override that file by changing
location of that file in statestore.properties.
