Availability flag in Falcon is mapped to Oozie done-flag. After replicating 
this issue, it looks like that Oozie is not supporting to create user specified 
filename in output directory except "_SUCCESS" file. To fix this issue, I have 
created OOZIE-2038 so that Oozie provide a fix for done-flag.
