That is correct. I don't know... I wouldn't bother to ask for permissions or making comments on small matters, but maybe that is just me. I happen to believe in 'low barrier' principles to get people to participate, and that if the effort fo restoration is significantly lower than the effort of spamming, spammers will give up eventually.
