Right, I think Karaf need to address several issues before aiming to become a TLP. The first one is to build a more heterogeneous community (most of the committers come from the same company right now), the second is to align with Felix (file deployer, shell, third party dependencies bundles, etc...). I think both issues would be much easier to address inside Felix than anywhere else (be it ServiceMix, a TLP on its own or even the Incubator). However, I'm quite convinced that Karaf as the potential of becoming a TLP at some point later. We'll see what happen.
