We still have the copyright year wrong in the main JAR file, but it is
correct in the source tar ball. We accidentally had two NOTICE files,
one in the resources directory and one in the root of the subproject. We
only need the latter, so I deleted the former. Now it should be correct
for the next release.
The framework subproject was fine.
