We discussed this topic before, but no one ever did anything about it.
In general, I think it makes some sense. We might find some issues in
practice, such as if it becomes too large or not cohesive...but even
then it would still be possible to use it as a centralized utility
bundle and pull stuff into other bundles from it using BND.
