Fix For: webconsole-3.0.0
As of FELIX-2212 the bundlerepository project does not provide the Manifest
header parsing code any longer. As a consequence the Web Console at Rev. 925995
does not build any more.
To fix this, we have to rework manifest header parsing used in the Bundles
Servlet to show the Import/Export package headers to adapt to the new classes
in the utils library
