The format is different, but it can feed into a common model.
I think that over time we might see that the proprietary OBR APIs and formats
may become used less and the spec-compliant forms become used more. I think
that having the main OBR implementation support both formats allows such an
evolution better than splitting the spec-compliant API off in a separate
project.
