If we implement the Apache Felix proprietary whiteboard on top of the OSGi R7
whiteboard (instead of using the deprecated ExtHttpManager interface), we can:
a) move all of the Apache Felix whiteboard handling into the whiteboard module
b) remove support for the ExtHttpManager
