Could it be a network / firewall issue in AWS? Have you opened ports for
Http and https incoming to your server in AWS?

Hello,
Listening on localhost is the expected behaviour for the default
installation of Mifos X.
If you require to expose the IP to external connections (intranet
or internet), you have to secure the connections (HTTPs) using
digital certificates, setup a firewall, setup a Two-way SSL
Authentication, setup an API Gateway, setup a SQL proxy, setup an
antivirus or antimalware, etc. Depending on your deployment
platform the options for achieving it are different.
