Looks like will need a change of this API https://demo.openmf.org/api-docs/apiLive.htm#loans_create to include loan officer as Mandatory field. We have a client who has integrated a USSD app with Mifos X and their members do apply for loans from their mobile phones. The challenge becomes tracking business performance per officer. Most of the reports configured require loan officer ID in m_loan and if you look at the loans booked from the USSD app it doesn't post staff id.
