Zayyad, I think you have misunderstood the functionality,
"Create standing instruction on disbursement" means, after you disburse the loan, system will automatically creates a loan repayment instructions from the linked saving account and it does not mean system will automatically disburse the loan. the better label would have been "Create loan repayment instruction on disbursement" >> Funny enough from the scheduler jobs, its showing the job “Execute Standing Instruction” to have run successfully.
