Only committers can commit code to Apache. Non committers can supply patches on
the mailing list or in JIRA or via pull requests from the guthub mirror
The mavenizer is part of the Apache Utilities Git repository that can be found

The github mirror for this repo can be found here.

Currently the github mirror is out of sync but that should be fixed shortly.
