We can't modify the Flash Player to cache Apache Flex framework RSLs and I can't think of any other solution. It might be possible to put the RSL in a central place (S3 for instance) and have all application the options of using those. This is assuming you can get around various security and cross domain concerns but even then you be relying on browser caching which is imperfect.
