Sorry, I should have provided more detail.  There are two ways to install
any Flex SDK: using Apache Ant or using the Apache Flex SDK Installer.
The Installer uses the properties files that are on the flex.apache.org
server like this: 
http://flex.apache.org/installer/properties/en_US.properties

Then, each SDK has its own en_US.properties that dictates the strings used
in the Ant install and as the Installer is executing that SDK's install
script.  You can find those en_US.properties files in the SDK source code.
 It would be great to have all of these translated to Chinese.

It is this last set that also allows you to override where the downloads
come from.  If you set, for example, swfobject.url.server to a different
server it will look there for the download.  You can also set
swfobject.url.folder and swfobject.url.file if you need to.  There are
similar properties that can be overridden for Google Closure compiler and
library used by FlexJS.

Now, what to use?  I don't know the rules in China so you'll have to help
us figure it out.  If you can just use the direct IP address of
googlecode.com, that's great, if you can find a place to host these files
inside China, that would be great too.
