This is basically from [1] and that it is referring to links from our web site, I think in this case users can easily mean developers as there is some cross over. Sending a notice to the user list saying there a release candidate we need help testing with without a link would certainly be fine IMO, adding a link may or may not be (but I've have done exactly that in the past). Given that RCs are short lived, the URLs not permeant, it's clear that they are not a release I see little harm in it. It has helped us find issues before.
