As per our guidelines the votes need to be carried other in the VOTE for the RC and I didn't do that. I would of had to cancel that RC and make another one in order to carry over votes. If it was a change to a read me or similar I probably wouldn't of been so strict, but changes to NOTICE files are sort of important. :-) There was nothing stopping PMC members who voted +1 to just vote again and it would of been less effort all round.
