Yes it is: [1] "When voting on release candidates the release manager at their discretion can carry over votes from the previous release candidate if there are minimal changes between release candidates. This should be indicated in the new release candidate vote." Either way it's the RM choice not the committers. If you want the guidelines to change please start a vote to change them.
