You may be mistaken there. Given that the majority of users are outside of the 
US a large % of users are likely to change the locale. We don't have stats on 
this so hard to know exactly, but I'd say it's a reasonable interoperation from 
the google stats we do have.

But even if you disagree on the  % of users isn't it better to err of the side 
of caution rather than risk having a large number of users unable to 
successfully install the SDK?  If that does happen we're unlikely to be aware 
of the extent of the issue (it's not directly logged) as at a guess less than 
1% of errors are reported to the list. It's a know issue that is likely to 
effect some (possibly many) users, what the harm in making that know?
