so its a mirror issue, tried to download 2 mirrors and it stops at 40mb, the 3rd mirror worked fine. righclick the apache installer and set my cache directory manually, put file apache-flex-sdk-4.16.0-bin.zip to folder flex\4.16.0\binaries in the specified cache folder, try to install again and it worked fine. thank for the assist
