Register the {{EARLY_FIRE}} join hint and its typed options
({{{}EarlyFireJoinHintOptions{}}}: {{{}delay{}}}, {{{}time_mode{}}}) with a
key-value option checker, wire query-hint propagation, and exclude it from
generic join-hint coverage + config-docs. Hint recognized/validated but not yet
consumed.
