Hi devs,

As Flink CDC 3.7 was released recently, it's time to kick off the Flink CDC
3.8 release cycle.

We propose focusing on the following areas:

1. Upgrade the Flink 2.x dependency baseline from Flink 2.2 to Flink 2.3
   and support relevant new capabilities.

2. Evaluate and upgrade Debezium from 1.9.x to 2.7.x while retaining Java
11 support. This is a large cross-connector change, so its final scope
will depend on compatibility evaluation and feedback from community
   developers and users.

3. Continue enhancing the Pipeline connector ecosystem, including
partial-column updates for the Elasticsearch Sink and ongoing
improvements to the Iceberg, Paimon, and Fluss connectors.

We also welcome suggestions for other features and improvements. Please
share your feedback in this thread or create a JIRA issue targeting
cdc-3.8.0. Contributions are always welcome.

I'm happy to volunteer as the release manager and open to working together
with someone on this release.

We propose a four-month release cycle and target releasing Flink CDC 3.8
by the end of February 2027.

Best,
Yanquan
