Hi all,

Thanks for starting the thread, Rui. I'm +1 to the idea. It currently feels
like we miss a place to gather skills for different parts of Flink
management, best practices, releases and so on. I have also worked on a
series of skills for SQL and TableAPI optimization in the past months. Goal
being to help users write and optimize SQL queries taking in consideration
SQL and possible Plan optimizations. Since we still don't have a common
place for this, I have been pushing them to a public repository called
happy-flink [1].

Summing up, it feels like we already have a base set of first good
candidates for this repository:

- Release skills by Rui [2]
- Runtime troubleshooting skills proposed by Jim [3]
- Dev setup and PR review skills by Purushottam [4]
- SQL and TableAPI optimization skills [1]

I took a look around at other Apache projects to see how they're handling
this. Your suggestion makes sense and it's similar to what Apache Doris is
doing [5]. So +1 for the approach. I'm happy to contribute happy-flink
there once we have the repository.

Kind regards,
Gustavo
