FileSinkMigrationITCase need a source with a checkpointed per-subtask position,
snapshot and
checkpoint-complete hooks and a halt point, without a forced failure. Start from
FailingCheckpointedSource's subtask-bound split and enumerator without the
forced failure;
NumberSequenceSource assigns splits first-come and cannot give the strict
per-subtask order.
