On the other hand a solution in our projectInfo plugin could be easily
modified to any other issue tracker capable of outputting in XML.
It is definitely worth putting into an issue. Last sentence is really
true since IMO nearly all issue tracker can output xml and the "easy
modification" would be just another *.fv. This way we can support x
issue trackers ;-)
Jeff Turner wrote the response below to my request on infra. I'll raise
an issue now.

JIRA can't really model this situation properly. There needs to be
sub-projects, above components (versioned) but below projects (visually
part of a parent project). Other projects with plugins (Maven, Cocoon)
have the same problem, and I've raised it @ Atlassian.
The best thing to do may be to have your own 'issues' page on the website
built from XML from a relevant search (see rssissues-to-document.xsl).
