Seems like the default made those able to commit/comment, watch everything (we've all been trying to fix this). I tried to adjust it on the apache JORA user end but don't know if that helped. Changing the default, as Jake suggests, might be best if we can figure out who has that control. Help me if I'm lost in the Apache JIRA profile capabilities here.

Only have the initial create notification go to the entire group. After
that only those "watching" the JIRA will get notifications. If you want to
watch a ticket you can open the JIRA and add yourself as a watcher. You are
automatically added if you comment or own the ticket.
