+1 though JIRA 'issue watch' seems to work for me. The traffic that I cannot 
influence is reviewBoard e-mails.

For JIRA admin, Roman (rvs) has the karma to make modifications to default 
project notifications [1].

BTW, do we know if the committers have been subscribed to 
[email protected] by default? That gets ALL the JIRA volume, 
including commit e-mails [2].

Seems like the default made those able to commit/comment, watch
everything (we've all been trying to fix this). I tried to adjust it on
the apache JORA user end but don't know if that helped. Changing the
default, as Jake suggests, might be best if we can figure out who has
that control. Help me if I'm lost in the Apache JIRA profile
capabilities here.
