Publish operation with Geronimo Eclipse Plugin 2.1

I am noticing that when Publish is selected, Geronimo Eclipse Plugin starts
the server, if it is not running already, and does
deployment/undeployment/redeployment as necessary.  But then it does not
stop the server.  Should it be stopping the server if it has started the
server for Publish?  Why not use offline deployer to Publish when the server
is not running?
