I'm trying to help out apacheds with their legal file goo... and they
like us have some copied bouncy castle code.
Ours is in framework/modules/geronimo-crypto. We have the bc
license copied in the LICENSE.txt file which looks good to me but we
also have this notice bit in NOTICE.txt:

From the license it looks to me as if the NOTICE fragment is not
needed, only the license.
