MTOM binding style is overwrite by the style from WSDL

It seems that we could not determine whether the MTOM is enabled from WSDL, so
in the current implementation, we always overwrite the bindingstyle in the SEI
by the one from WSDL.
I guess we could use the logic below to set the right binding style :
eg. If we found the binding style in from WSDL is SOAP11HTTP_Binding, then
while checking the the annotation in the SEI, if it is SOAP11HTTP_MTOM_BInding,
then we ignore it, or we replace it by the one from WSDL.
