The issue with attachment is just a test case that Ivan wrote (no TCK, no JAXWS
RI). The SOAPMessage.countAttachments() seems to return the right number on
inbound side but not on outbound side in server side SOAP handler. See
AttachmentHandler.java under "Subversion Commits" tab.
